BACKGROUND


In the last 20 years, COFILCO has been in the forefront of:


1. Advocating the use of local expertise in government-funded consulting projects

2. Assisting the Filipino consulting firms and individuals expand their business and competitiveness not only in the Philippine market but overseas as well

3. Providing training programs, seminars and workshops on various relevant topics that benefited not only the members but the public as well

4. Providing inputs to improve the procurement system and process for government projects, e.g., Implementing Rules and Regulations (IRR) of the NEDA Guidelines on the Hiring of Consultants including the amendments thereafter, IRR of Republic Act No. 9184 (Government Procurement Reform Act, 2003), IRR of Executive Order No. 278 (Guidelines on the Selection of Contractors and Consultants for Foreign- Assisted Projects, 2004)

COFILCO has been pushing ahead with its mission to strengthen the consulting industry and open up business opportunities for Filipino consultants. At the same time COFILCO continues to assist the government in instituting the much needed reforms in the procurement system and process as a select member-Civil Society Organizations of the Procurement Transparency Group that was created on September 20, 2007 and amended by EO 662A dated November 15, 2007 under the GPBB to curb corruption in government procurement. COFILCO has also created a Bids and Awards Observer Committee that assigns observers to the bidding proceedings of government agencies to protect and preserve the fairness of the bidding process.

COFILCO has a registration and screening process to self-regulate the industry, improve the competitiveness of the Filipino consulting firm to be at par with global standards and protect the interests of clients. More member firms are now in the process of securing their ISO certification.
